HUISREGELEN AMSTERDAM SEVENS 2019

Om de Amsterdam 7s zo veilig en stil mogelijk te laten functioneren, gelden de volgende huisregels. Bij het betreden van het evenemententerrein gaat u automatisch akkoord met deze huisregels. Bij het betreden van de locatie tijdens het evenement geeft u akkoord om tijdens de Amsterdam 7s gefilmd en/of gefotografeerd te worde,n dat deze beelden kunnen worden uitgezonden op TV/internet en gebruikt kunnen worden door de organisatoren van de Amsterdam 7s voor promotionele doeleinden.

 

Toegangsbewijs
Toegang tot het toernooipark kan alleen worden verstrekt indien u in het bezit bent van een geldig ticket. Geldige tickets zijn te verkrijgen op de website van de AMSTERDAM 7s, bij de Tours & Tickets kantoren en bij de ingang van het toernooidomein. Eenmaal gekochte kaarten kunnen niet meer worden teruggenomen. De organisatie raadt met klem af om tickets te kopen via niet-geregistreerde derden. Bij constatering van onregelmatigheden zoals, maar niet beperkt tot, (poging tot) gebruik van (valse) toegangsbewijzen en fraude met polsbandjes, wordt aangifte gedaan bij de politie, waarbij een minimumleeftijd van 12 jaar niet wordt geaccepteerd zonder toezicht van een ouder, voogd en/of andere volwassene, waarbij u zich op verzoek van de organisatie of een medewerker dient te kunnen identificeren. Indien u geen geldig legitimatiebewijs kunt overleggen, wordt u de toegang tot de AMSTERDAM SEVENS ontzegd zonder recht op restitutie van de toegangsprijs. Onder een geldige identiteitskaart wordt verstaan een paspoort, identiteitskaart of rijbewijs. Kopieën hiervan worden niet geaccepteerd.

Toegangscontrole
Elke bezoeker wordt bij het betreden van het festivalterrein door een beveiligingsmedewerker gecontroleerd en de tas gecontroleerd. Het is toegestaan om te vragen dat de controle wordt uitgevoerd door een lid van hetzelfde geslacht. Deze controle wordt ingesteld om alle bezoekers, gasten, medewerkers en artiesten te beschermen in verband met de algemene veiligheid. Volg de aanwijzingen en instructies van het (beveiligings)personeel onmiddellijk op. Bij verdenking van een feit dat verboden is op het toernooiterrein, kan de beveiliging de verdachte fouilleren. Het weigeren van een veiligheidscontrole leidt ertoe dat u van het wedstrijdterrein wordt verwijderd.

Roken & Drinken- NIX 18
Het is verboden te roken op het wedstrijdterrein, aangezien het volledige terrein een rookvrije ruimte is. Het is wettelijk verboden om alcohol te drinken onder de 18 jaar. Door deelname aan het toernooi of door als bezoeker aanwezig te zijn, wordt automatisch toestemming gegeven bij willekeurige leeftijdscontrole door middel van de verplichte voorlegging van het identiteitsbewijs. De organisatie behoudt zich het recht voor om overtreders uit het toernooi te verwijderen en onder invloed van drank het evenemententerrein te betreden. Het is verboden om het toernooigebied te betreden met de volgende voorwerpen:

Algemene voorwaarden
Voedingsmiddelen, (alcoholische) dranken, glaswerk, (plastic) flessen, blikjes, voorwerpen met discriminerende en/of provocerende teksten en/of uitdrukkingen, stoot-, steek-, vuur- of stootwapens of andere voorwerpen die als wapen gebruikt kunnen worden, voorwerpen die een negatief effect kunnen hebben op de veiligheid, gezondheid of het welzijn van de bezoekers, spuitbussen, spuitbussen, vuurwerk, vuurwerk, vuurpijlen, transportmiddelen. Handel, verkoop & promotieactiviteiten
Het is verboden goederen te verkopen of aan te bieden op en / of rond het toernooiveld en de parkeerplaatsen zonder toestemming van de organisatie. Het is verboden om flyers te verspreiden, posters en/of banners te plaatsen of andere promotionele activiteiten uit te voeren zonder de toestemming van de organisatie op en/of rond het toernooi en de parkeerterreinen. Ook is het niet toegestaan voorwerpen en/of goederen mee te nemen van het toernooiterrein.

Toiletten
Het is niet toegestaan om met meerdere personen tegelijk een toiletcabine te betreden, het is verboden om ergens anders dan in de sanitaire voorzieningen te plassen en bij constatering wordt u van het terrein verwijderd.

Parkeren
Parkeren/fietsenbergingFietsen en voertuigen dienen geparkeerd te worden op de daarvoor aangewezen locaties. Het niet naleven hiervan, kan tot gevolg hebben dat uw voertuig wordt verwijderd. Instructies van de verkeerswachters dienen te allen tijde te worden opgevolgd. Geluidsniveau

Gehoorbescherming
Op het evenemententerrein wordt harde muziek geproduceerd. De organisatie is niet aansprakelijk voor eventuele nadelige gevolgen die van geluidsgebruik kunnen voordoen. De organisatie adviseert het gebruik van gehoorbescherming en of af en toe een rustige ruimte te zoeken zodat uw oren wat rust kunnen krijgen.

Afval
Het is verboden om afval in het water van sportpark de Eendracht te gooien. De Amsterdam sevens heeft als doelstelling haar afval zoveel mogelijk te recyclen.

Eigen risico
Het betreden van het wedstrijdterrein is op eigen risico. De SRPA of medewerkers van de organisatie kunnen niet aansprakelijk worden gesteld voor enig letsel en/of materiële schade of immateriële schade die de bezoekers van de locatie en/of het toernooi kunnen ondervinden.

 

Andere situaties
In situaties waarin de huisregels niet voorzien, beslist de organisatie over mogelijke maatregelen die genomen moeten worden. De beslissing van de organisatie hierover is bindend.

Men’s 7s Shield (Shield competition)

 

 

  1. PLAYING RULES.

 

  1. IRB and NRB Laws. All Games will be played in accordance with the laws of the NRB (Dutch Rugby Football Union) and of the IRB including the SEVEN-A-SIDE VARIATIONS

  1. All games will have a playing duration of 7 minutes each way with a one minute interval at half time, including the final of the Men’s Shield competition.
  2. Extra Time. In all knock-out matches where the scores are equal at the end of normal playing time, extra time will be played. The first team to score during extra time wins the match (sudden death or “Golden Score”) and the match ends (Rule 9.B.4 IRB Seven-a-side Variations). While there is no score, extra time will be played for a maximum of 10 minutes in two periods of 5 minutes with no interval at the change of ends at half time. The referee will organise a coin toss at the start of extra time and the team winning the toss will decide which direction they will play or to kick-off (Rule 6.A.12 IRB Seven-a-side Variations). In the unlikely event that the scores are equal at the end of 10 minutes of extra time the referee will organise a coin-toss to decide the winner.
  3. Substitution of players. During any game a maximum of five players on each side may be replaced through injury or interchange. Each interchange must be reported to the referee before the interchange player can enter the pitch (no rolling substitutes). As we work with interchanges players can return to play after substitution.
  4. Red Cards and Yellow Cards. A player sent off by a referee will not play again during the same day. It will be at the discretion of the Tournament Organizing Committee to exclude him from playing on the second day. A yellow card will result in the player being excluded from the pitch for 2 minutes.
  5. Late Arrival. When a team arrives too late for the kick-off the match they will forfeit the match. The referee will decide when the team is “too late”. The team that fails to arrive on time will be deemed to have lost the game 35-0 (5 converted tries).
  6. Match Ball. Each team must provide a match ball for each match.
  7. Touch Judge. Each team must provide a touch judge for each match if there are no touch judges supplied by the organisation.

 

 

  1. PLAYER REGISTRATION

 

  1. Age Limit. All players must be 18 years old or older at the time of the tournament unless permission is requested from, and given by, the organising committee.
  2. Only Registered Players can play. Up to 12 players can be registered for a team during the tournament. Players must be registered by their team on the official Amsterdam Sevens web site IT system. When the teams register they will receive 12 coloured, numbered wristbands for players. The player’s wristband will be of a different colour to the wristbands worn by non-players. When the players are registered in the IT system they will be allocated one of the wristband numbers in the range of 12 allocated to the team. Only players wearing a player’s wristband may play. If a player’s wristband is broken during the tournament they must report to the Fixtures secretariat with the remains of the old wristband and this will be replaced and the registration updated. If a player is sent off the referee may take the wristband.
  3. Each team must register their players for the tournament via the IT system on the Amsterdam Sevens web site before the start of the tournament (or during the tournament for additional or replacement players approved by the organizing committee – see below). A team can register up to 12 players. No player can be registered for more than one team at any one time. To assist in identifying registered players, all players will have a numbered wristband and the wristband number will be included on the player registration. For each player the name, date of birth, shirt number and wristband number (which is generated automatically by the IT System) must be filled in on the on-line system before the tournament starts. The list of registered players and wristband numbers will be available to the referee on the match card. This can be checked by either team captain.
  4. Additional Registered Players.
    1. When a team has less than 12 players registered they can register an Additional Player or Players during the tournament.
    2. Players already registered for one team cannot register as an Additional Player for another team in a lower competition. Players from teams who qualified for the Silver Pier cannot register for teams playing in the Cup, the Heineken Boot or Unisolvit Plate competition. Players from teams who qualified for the Cup cannot register for teams playing in the Heineken Boot or Unisolvit Plate competition. Players who played for teams that qualified for the Heineken Boot cannot register to play for teams playing in the Unisolvit Plate competition.
  • Any transfer of players has to be approved by the Tournament Organizing Committee and the player added to the team’s registered players in the Amsterdam Sevens IT system before the player can play.
  1. If a team suspects that the opposition is playing an unregistered player it is their duty to report this to the referee before (or during) the match and not wait until after losing the game. If the challenge is upheld (the referee has a list of the registered players for each team on his matchcard) then the referee will ensure the player does not take any further part in the match and report it to the organising committee.

 

 

  1. FORMAT OF THE TOURNAMENT
    1. On Saturday the games are played in 4 pools of 4 teams.
    2. The 8 teams that finish first, second and third in the Saturday pools will play on Sunday for the Shield in 2 pools of 4 teams. The winner of each of these pools go into the semi-finals. The teams that finish fourth in the Saturday pools are not qualified for the Sunday games and will not play on Sunday.
    3. Pool position. In the Saturday Pools the position in the pool is based upon the following.
      1. The team with the highest number of points. In the pools a victory is worth 2 points, a draw worth1 point and a defeat no points.
      2. In the event of teams having an equal number of points when pool matches are completed the team having scored the highest number of tries will be placed higher.
  • If the number of tries scored is also equal then the team having conceded the lowest number of tries will be placed higher in the table.
  1. If tries scored and tries conceded are equal then the team with the highest number of points scored (including kicks) will be placed higher in the table.
  2. If tries scored, tries conceded and points scored are equal then the team with the lowest number of points against (including kicks) will be placed higher in the table.
  3. In the unlikely event that the measures above fail to separate the teams then alphabetical order will be used to decide which team is placed higher.
    1. The seeding for the Saturday pools will be done by the Fixtures Secretary based upon the information available.
    2. The seeding for the games on Sunday will be based upon the teams performance in the Saturday Pools as follows:
      • The position in the Saturday pool (first is better than second etc.)
      • The team with the highest number of points. In the pools a victory is worth 2 points, a draw worth1 point and a defeat no points.
      • In the event of teams having an equal number of points when pool matches are completed the team having scored the highest number of tries will be placed higher.
      • If the number of tries scored is also equal then the team having conceded the lowest number of tries will be placed higher in the table.
      • If tries scored and tries conceded are equal then the team with the highest number of points scored (including kicks) will be placed higher in the table.

  1. For tournaments that start on Sunday with pool matches the seeding will allocate the teams as follows. In addition the knock-out phases following the pool matches will also use the seeding so that, if the results follow the seeding, the top two seeds will play each other in the final.

  1. The only time the automatic seeding will be manually over-ridden is where two teams that have already played each other in the Saturday pools play are drawn to play each other on Sunday, in the same Sunday Morning Pool.

 

 

  1. ORGANISING COMMITTEE
    1. The committee makes the schedules for the referees.
    2. If a situation arises where the laws of the game (IRB) or the regulations of either the IRB or NRB, nor the regulations of the tournament above provide a solution the Tournament Organising Committee will decide.

 

  1. LIABILITY
    1. The attention of participating clubs, club members and players is drawn to the following condition.

Any costs to individual clubs, club members and players arising out of loss, theft or injury whilst attending or participating in the Amsterdam Sevens must be met by the clubs, club members or players involved and their insurers.

A team can register up to 12 players. No player can be registered for more than one team at any one time. To assist in identifying registered players, all players will have a numbered wristband and the wristband number will be included on the player registration. For each player the name, date of birth, shirt number and wristband number (which is generated automatically by the IT System) must be filled in on the on-line system before the tournament starts. The list of registered players and wristband numbers will be available to the referee on the match card. This can be checked by either team captain.
  4. Additional Registered Players.
    1. When a team has less than 12 players registered they can register an Additional Player or Players during the tournament.
    2. Players already registered for one team cannot register as an Additional Player for another team in a lower competition. Any transfer of players has to be approved by the Tournament Organizing Committee and the player added to the team’s registered players in the Amsterdam Sevens IT system before the player can play.
  5. If a team suspects that the opposition is playing an unregistered player it is their duty to report this to the referee before (or during) the match and not wait until after losing the game. If the challenge is upheld (the referee has a list of the registered players for each team on his match-card) then the referee will ensure the player does not take any further part in the match and report it to the organising committee.

 

 

  1. FORMAT OF THE TOURNAMENT
    1. On Saturday the games are played in 7 pools of 4 teams.
    2. The 18 teams that finish first and second in the Saturday pools will play on Sunday for the Silver Pier in 6 pools of  3 teams. The winner of each of these pools go into the semi-finals together with the two best runners up in the pool.

The 9 teams that finish third and fourth in the Saturday pools will play on Sunday for the  Shield in 3 pools of 3 teams. The winner of each of these pools go into the semi-finals together with the best runner up.

  1. Pool position. In the Saturday Pools the position in the pool is based upon the following.
    1. The team with the highest number of points. In the pools a victory is worth 2 points, a draw worth1 point and a defeat no points.
    2. In the event of teams having an equal number of points when pool matches are completed the team having scored the highest number of tries will be placed higher.
  • If the number of tries scored is also equal then the team having conceded the lowest number of tries will be placed higher in the table.
  1. If tries scored and tries conceded are equal then the team with the highest number of points scored (including kicks) will be placed higher in the table.
  2. If tries scored, tries conceded and points scored are equal then the team with the lowest number of points against (including kicks) will be placed higher in the table.
  3. In the unlikely event that the measures above fail to separate the teams then alphabetical order will be used to decide which team is placed higher.
    1. The seeding for the Saturday pools will be done by the Fixtures Secretary based upon the information available.
    2. The seeding for the games on Sunday will be based upon the teams performance in the Saturday Pools as follows:
      • The position in the Saturday pool (first is better than second etc.)
      • The team with the highest number of points. In the pools a victory is worth 2 points, a draw worth1 point and a defeat no points.

  1. The only time the automatic seeding will be manually over-ridden is where two teams that have already played each other in the Saturday pools play are drawn to play each other on Sunday, in the same Sunday Morning Pool.

 

 

  1. ORGANISING COMMITTEE
    1. The committee makes the schedules for the referees.
    2. If a situation arises where the laws of the game (WORLD RUGBY) or the regulations of either the WORLD RUGBY or NRB, nor the regulations of the tournament above provide a solution the Tournament Organising Committee will decide.

 

  1. LIABILITY
    1. The attention of participating clubs, club members and players is drawn to the following condition.

Any costs to individual clubs, club members and players arising out of loss, theft or injury whilst attending or participating in the Amsterdam Sevens must be met by the clubs, club members or players involved and their insurers.

Regulations of the Amsterdam Sevens 2018

  1. PLAYING RULES.

 

  1. WORLD RUGBY and NRB Laws. All Games will be played in accordance with the laws of the NRB (Dutch Rugby Football Union) and of the WORLD RUGBY including the TEN-A-SIDE VARIATIONS http://laws.worldrugby.org/?law=3&variation=3
  2. All games will have a playing duration of 7 minutes each way with a one minute interval at half time, including the Veterans Silver Pier final.
  3. Extra Time. In all knock-out matches where the scores are equal at the end of normal playing time, extra time will be played. The first team to score during extra time wins the match (sudden death or “Golden Score”) and the match ends. While there is no score, extra time will be played for a maximum of 10 minutes in two periods of 5 minutes with no interval at the change of ends at half time. The referee will organise a coin toss at the start of extra time and the team winning the toss will decide which direction they will play or to kick-off. In the unlikely event that the scores are equal at the end of 10 minutes of extra time the referee will organise a coin-toss to decide the winner
  4. Uncontested Scrums. All scrums are contested and must consist of 5 players. If a team cannot field 3 front-row forwards because of injury the scrums will be uncontested. A front-row forward who has been substituted can return to the field of play if no other front-row forward is available to keep 3 front-row forwards in the field.
  5. Substitution of players. During any game each side may replace any number of players through injury or substitution.
  6. Red Cards and Yellow Cards. A player sent off by a referee will not play again during the same day. It will be at the discretion of the Tournament Organizing Committee to exclude him from playing on the second day. A yellow card will result in the player being excluded from the pitch for 2 minutes.
  7. Late Arrival. When a team arrives too late for the kick-off the match they will forfeit the match. The referee will decide when the team is “too late”. The team that fails to arrive on time will be deemed to have lost the game 35-0 (5 converted tries).
  8. Match Ball. Each team must provide a match ball for each match.
  9. Touch Judge. Each team must provide a touch judge for each match if there are no touch judges supplied by the organisation.

 

 

  1. PLAYER REGISTRATION

 

  1. Age Limit. All players must be 35 years old or older at the time of the tournament unless permission is requested from, and given by, the organising committee.
  2. Only Registered Players can play. Only players registered via the official Amsterdam Sevens web site IT system can play. Players must be registered by their team on the official Amsterdam Sevens web site IT system. When the teams register they will receive 18 coloured, numbered wristbands for players. The player’s wristband will be of a different colour to the wristbands worn by non-players. When the players are registered in the IT system they will be allocated one of the wristband numbers in the range of 18 allocated to the team. Only players wearing a player’s wristband may play. If a player’s wristband is broken during the tournament they must report to the Fixtures secretariat with the remains of the old wristband and this will be replaced and the registration updated. If a player is sent off the referee may take the wristband.
  3. Each team must register their players for the tournament via the IT system on the Amsterdam Sevens web site before the start of the tournament (or during the tournament for additional players approved by the organizing committee – see below). The team that finish fifth in the Saturday pools does not play on the Sunday.
